The sources do not agree about all the session dates or enumerations.  For the most part, we are following the History of Parliament Online (to 1832), the Journals of the House of Commons, the Journals of the House of Lords, and the title pages and indexes of the bound Parliamentary papers (1802-1885).

The Parliament of England began in 1660 (following the Restoration), the Parliament of Great Britain began in 1707 (May 1, following the union with Scotland), and the Parliament of the United Kingdom began in 1801 (Jan. 1, following the union with Ireland).

Weights and Measures

Rating a letter by weight should require that the scales at departure and arrival agree, hence the need for uniform weights and measures.  International exchanges were problematic, as each country (or, in Germany, each principality) had its own system.  The metric system and customs unions drove further standardization proposals.

Bills for "ascertaining and establishing Uniformity of Weights and Measures" have been discussed since 1814,
There were other bills to appoint inspectors, and to assign penalties for defective weights and measures.

The metric system was considered for adoption, or to be tolerated,
