The former Postmaster General, the Duke of Richmond, when
asked for general suggestions for improvements, or reductions in
rates, stated on 6 Nov. 1834 (p. 15), "The Commissioners are of
course aware that the Postmaster-general acts entirely under the
control of the Lords of the Treasury, who do exercise a very
active superintendence over him. Although the Post-office
may not be absolutely called a board of revenue, it is to be
taken as one. ... If my hands had been free, and the
Treasury had told me that the acceleration of communication was
the sole object, and independent of revenue, there is no saying
what might not have been done."
