Post-Office. An account of the per centage due to Mr. Palmer, on the net revenue of the Post-Office beyond £.240,000, from the 5th April 1793 to 5th January 1808; deducting the produce arising from increased postage and restriction in franking (according to the amount at which they were severally taken) and also the sum of £.3,000 a year received during that period.

An account of the net revenue of the Post Office, from 5th April 1798 to 5th January 1813; distinguishing each year, including in such net revenue any expense of packets beyond the sum limited by Mr. Palmer's agreement, the expense of Irish government expresses, and the annuity of £3,000, paid to Mr. Palmer since the year 1798; distinguishing also, the produce of the restriction in franking in 1795, and of the several duties imposed in and since 1797; calculated according to the relative proportions which such new rates bear to the rates existing at the time at which they were severally imposed.

The bill finally passed, 14 July 1813, as 53 Geo. III c. 157, dated by Royal Assent 21 July 1813.

Palmer was paid £50,000 "in full Satisfaction and Discharge for his Services in the accommodation afforded to the Public, and the benefit derived to the Post Office Revenue".  (link)
